Kyseláková, E. Computerization of public administration. Bachelor thesis. Brno: Mendel university, 2018. This bachelor thesis deals with computerization of public administration and with associated benefits and disadvantages which arise during its establishment and functioning. The development and legislation is summarized and mainly the important terms are defined in the literary research. These terms are for example public administration portal, Czech POINT, data box, electronic signature, etc. Next in the research are described the advantages and disadvantages related to the computeri-zation of public administration. The main part of the thesis is concerned with instruments of computerization in public administration which are provided at the municipal office in Lelekovice. Next part of the thesis is based on a questionnaire survey concerning how the citizens of the village use the services given by the municipality. In the conclusion of the bachelor thesis, possible suggestions will be presented for the improvement of the deficiencies in the area of computerization of public administration, which were detected during the writing of this thesis.
eGovernment

This thesis deals with the topic of eGovernment. The teoretical part is focused on the characteritic of eGovernment and its evolution in the Czech Republic. In the next part are analysed topics related to public administration and administration law, information systems of public administration (data boxes, Portal of public administration, basic registers, Czech POINT, etc.) and deeds and electronic documents (data message, electronic signature, time stamp, administration and conversion of electronic documents.) The practical part is based on the information obtained on the basis of individual half-standardized interwievs with experts from public administration (villages, cities and Ministry of the Interior of the Czech Republic) on the topic of eGovernment focused on data boxes. From these results are found out the current problems of data boxes, their functionality, usefulness, reliability or overall satisfaction of users (cities and villages) with these data boxes. The following are mentioned problems and perspectives of data boxes and their overall and unitary operating costs. Subsequently is characterized the present situation of eGovernment in the Czech Republic and future development. In the end it is compared research questions relating to data boxes with real situation of this systeme.
Measuring the effectiveness of e-government

This paper describes problems of eGovernment and proposes way to measure e-Government services. Described is the state of the Czech eGovernment in detail to selected projects and in international comparison. The description shows that the development is still ongoing, but in a much slower pace than in the electronically advanced countries. Main identified problem is inconsequent strategic management and resortism, which is constraining deployment of cross-resort projects. Based on the description of the current situation and on the international experiences, author offers specific recommendations to future development of the electronization of public administration in the Czech Republic. In response on management problems is in this paper proposed and tested methodology for measuring the effectiveness of e-Government services. This methodology is an objective procedure of measuring the effectiveness of e-services which is providing feedback for service providers. Testing of methodology evaluates three services from taxation agenda and highlights their weaknesses, including the proposal of corrective solutions.
The issue of electronic communications between clients and social security authorities.

The bachelor thesis is focused on electronic communication between clients and social security bodies. It surveys the electronic services provided, describes the functioning principles and monitors utilization of the services by the clients. The objective of the bachelor thesis is to ascertain the current level of electronic communication between social security bodies and their clients. The attention is given to correct utilization of individual electronic services by the clients. The theoretical part characterizes the electronic services provided by social security bodies and thier embodiment in legal regulations. It also describes the terms most frequently used in the concerned issue. On the basis of the content analysis of the statistical data, the practical part analyses the obtained data and draws attention to the strengths and the weaknesses of the electronic services provided, with regard to the current state of the information and computer literacy of clients of social security bodies. Using common examples from practice, the basic procedures of establishing and using electronic services are described. The thesis is concluded with the results specifying certain problematic issues that may discourage a client establishing electronic communication with social security bodies from its further use. The thesis also points out to the diverse degrees of utilization of individual electronic services provided by social security bodies.
e-Government

Although the e-Government was mentioned more frequently, especially because of data boxes, its origin dates back to 90th the 20th century. Then the first efforts to development of information systems began to connect various governmental offices. However, these efforts haven't been very successful. Subsequently, different e-Government services start developing and this is what the diploma thesis is about. First it outlines the progress of the e-Government. Then this thesis attempts to the e-Government services and also provides information about e-Government system in different countries. At the end there is described electronic data interchange, electronic invoicing and electronic archiving.

Diplomová práce se zabývá problematikou e-Governmentu, neboli elektronické veřejné správy v České republice, Evropské unii a ve vybraných státech. Nejprve se věnuje základní charakteristice uvedené problematiky a souvisejících termínů, jeho přínosům a rizikům. Následně dochází k přiblížení vývoje v Evropské unii. Jak v jejích politikách v daném odvětví, tak v jednotlivých programech a projektech, jenž služby e- Governmentu podporují. V závěrečné části práce dochází ke srovnání jednotlivých vybraných států Evropy v oblasti kvality služeb e-Governmentu.
E-governmemt in the Czech Republic

Práce se zabývá problémem elektronické komunikace ve vztazích mezi orgány veřejné správy a občany. Nejprve se věnuje samotnému pojmu e-governmentu, jeho vývoji ve světě, v Evropské unii a v České republice a přínosům a problémům, které jsou s elektronickou správou spojeny. Následně zkoumá současnou situaci na poli elektronické komunikace orgánů státu a občanů v České republice, problém zabezpečení předávaných dokumentů pomocí elektronického podpisu a dále představuje některá funkční řešení, která jsou v České republice v této oblasti již k dispozici.
eGovernment a jeho důsledky pro obyvatele i podniky

Práce se zabývá elektronickým governmentem a jeho rolí v nově pojaté veřejné správě. Dále hodnotí využívání informačních a komunikačních technologií a rozsah základních on-line služeb eGovernmentu, které jsou dostupné pro podniky a občany. Práce také analyzuje český elektronický government a srovnává ho s novými členskými i kandidátskými zeměmi Evropské unie.
